Migration to Open-Source Alternatives to Google Analytics for the BCN City Council (2020/22)
As part of our collaboration with the Service of Indicators within Barcelona City Council’s Directorate of Communication, we led the migration of nearly 900 municipal websites from Google Analytics to open-source, privacy-respectful platforms such as Matomo and Plausible. The project went beyond technical implementation to become a pioneering exercise in data governance and digital sovereignty, aiming to reduce institutional dependency on private corporations and ensure full compliance with European data protection frameworks.
The process involved a deep diagnostic phase, internal training, and the redesign of analytical methodologies to align with ethical and transparent data practices. More than a technological shift, it represented a cultural transition toward public data stewardship, reframing analytics as a question of governance, accountability, and citizens’ digital rights.
